Department of Defense (DoD) Safe Helpline is a groundbreaking crisis support service for members of the DoD community affected by sexual assault. Safe Helpline provides live, one-on-one support, and information to the worldwide DoD community. The service is confidential, anonymous, secure, and available worldwide, 24/7 by click, call, or text — providing victims with the help they need, anytime, anywhere.
Specially-trained Safe Helpline staff provides help three ways:
Safe Helpline services (click, call, text) are owned by the DoD Sexual Assault Prevention and Response Office (SAPRO) and are operated by Rape, Abuse & Incest National Network (RAINN), the nation's largest anti-sexual violence organization. However, your information will remain confidential. RAINN will not share your name or any other personally identifying information with SAPRO or your chain of command.
RAINN created and operates the National Sexual Assault Hotline (800.656.HOPE) in partnership with over 1,100 local rape crisis centers nationwide. RAINN also runs the National Sexual Assault Online Hotline (online.rainn.org). Together, the hotlines have helped more than 1.6 million people since 1994.

What is Sexual Assault?
Sexual assault is defined a intentional sexual contact, characterized by use of force, physical threat or abuse of authority or when the victim does not or cannot consent. Sexual assault includes rape, con-consensual sodomy (oral or anal sex), indecent assault (unwanted, inappropriate sexual contact or fondling), or attempts to commit these acts. Sexual assault can occur without regard to gender or spousal relationship or age of victim.
"Consent" shall not be deemed or construed to mean the failure by the victim to offer physical resistance. Consent is not given if a person uses force, threat of force, coercion or when the victim is asleep, incapacitated, or unconscious.
Facts About Sexual Violence
- Sexual assault is a crime.
- Most victims (75-85%) are assaulted by someone they know.
- Sexual assault can happen to anyone, anytime.
- Sexual assault in never the victims fault.
- Alcohol/drug use is not an excuse for sexual assault.
- According to the National Victim Center there are an estimated 683,000 rapes per year - or 1.3 per minute.
- Victims can be female or male
- There is no "typical" victim - unemployed or professional, rich or poor, from any and every race and religion - anyone can become a victim of sexual violence.

Through a partnership with Heartly House Inc., the following confidential services are provided at their facility in Frederick. Simply call 301-662-8800 for help. Fees are based on a sliding scale, but no one will be turned away if you can't afford to pay.

IMPORTANT TO KNOW: Two Reporting Options for Victims

Victims have the right to make a "RESTRICTED REPORT" which does not initiate a police investigation. The purpose is to allow victims the ability to obtain medical care, support and counseling in a private manner. Victims may make a report to:

Victims may also file an "UNRESTRICTED REPORT" to their Commander, or the Provost Marshal's Office by calling 301-619-7114. Unrestricted Reports will be fully investigated.
