Sir: Surely your third leading article of 2 June misses the point. The Horse Guards car parking farce is a perfect example of Stephen Potter's 'Bicycle Shed Syndrome' (in which board members of large companies nod through high expenditure on complex items and focus discussion on expenditure for small items, such as building a new bicycle shed). Our holders of high office find the time because of the attraction of dealing with something they can actually
understand.
