THE ARCTIC blast which has swept Eastern Europe has claimed the lives of thirteen people in Latvia.
Since the front, which has left temperatures rooted at minus 15 degrees Celsius, arrived three weeks ago it has killed dozens of people in Russia and a record 71 people in Poland.
